Yes and no. If it's a small, busy coffee shop and there are tons of other people vying for tables, then yes. It takes away from the laid-back atmosphere to institute rules, I know, and ideally customers should just use common sense and consideration in moderating themselves. But we don't live in an ideal world. There's always going to be some asshole who decides to make it his second home, thereby taking away the opportunity from others to be able to sit at a table.
