I had to choose one, so I picked Barcelona over Buenos Aires, Argentina.
Barcelona: more than a city. It's a beacon of the Catalan people, the people who stood up to the fascist "Generalissimo" Franco during the military junta of the mid-20th century. Stunning, beautiful city with marvelous architecture. And, certainly not least: FC Barcelona, mes que un club. However, considering money is no object here, I would have a place in the district of Buenos Aires known as La Boca. It's a very rich cultural center of Argentina populated by mostly lower-class citizens, and it is a haven for artists. Brightly colored and full of history. That's how I like my cities. And, yes, it must have the requisite football club which represents, essentially, the beating heart of the people who live there. Club Atletico Boca Juniors in this case.

I'd love to retire in BA - Palermo Viejo probably. I'm going to Barcelona soon too though, so I'll see if it lives up to all the amazing things you said about it!
