Well, I have to disagree with you!!
No culture considers spitting in public places acceptable... even if it is so...Then it merely shows their laziness to have public amenity rooms( Wash rooms and toilets).
Being an Indian, I can rightly say Spitting and urinating in public places is not a very uncommon Visual in India. People here take it for granted so is the Government. Lack of public toilets, even the ones which are there are untidy enough that even the reluctant one will use the public space during times of necessity.
