Leopards don't change their spots.

I think leopards pretty much do not change their spots. For instance, my foster son's biological mother is a drug addict. I do not believe that she should be given another chance to be a mother. She has neglected and abused him all of his life. Now that Noah and I are fostering him she is trying to "prove" herself as a fit mother by working a case plan she's failed to complete over 10 times in the past. What makes our government think she will "change her spots?"
