        To start.. it depends on who you're trying to impress. If you're trying to impress a potential employer I would try to learn what I can about the company or business and dress appropriately. Sometimes a suit is appropriate and sometimes dressing more casually is just fine.

        If you're trying to impress a date I would recommend wearing something simple with a twist to highlight your personal style. Trying to do too much to 'impress' may actually be distracting. Cleavage and lots of skin is only a good idea if you're intending to put out.

        When impressing new people, as in family members, I would recommend being yourself but also try into consideration not to offend these new people with your attire.

        When I'm trying to impress I like to express my style in clothes that are made well and fit well also, regardless whether it's a job interview, date or introduction to new friends or family. I think it is extrememly important to wear clothing this fits and flatters you. I like well-made clothes because I feel like I'm letting people know I take into consideration these things.
